          Supporting the continued and increased exploration,                                                                   
          extraction, processing, and production of rare earth                                                                  
          elements in the state; and urging the United States                                                                   
          Congress to support efforts of the state to develop                                                                   
          rare earth elements in the state for the benefit of the
